Sheriff Montgomery reports that on December 17, 2013 @ approximately 11:38 PM, Deputy Keenan Carter was on routine patrol when he observed a vehicle parked in a small pull over place on State HWY 113 South of Bigelow. Deputy Carter stated that the vehicle was running with its headlights on and the female driver, (Mattie West of #52 Quail Run, Bigelow) was slumped over in the driver’s seat. Deputy Carter shined his flashlight into the driver’s window to see if she had any weapons in or around her hands, also to see if the driver would notice the light, she did not. Deputy Carter then knocked on the window until she awoke. After getting her awake, Deputy Carter checked her driver’s license through ACIC. During the time he was talking to her he noticed that she had red, watery eyes along with a glassy look, so he asked her to submit to a field sobriety test. Deputy Carter stated in his report that she passed all field sobriety test. Deputy Carter stated that he then asked permission to search her vehicle and she said yes. Deputy Carter found a glass pipe with residue and a clear plastic baggie with marijuana in it. Ms. West was placed under arrest and transported to the Perry County Detention Center.
